Novelty is a single-document test.
The examiner is saying that one earlier disclosure contains everything in your claim, arranged as the claim requires.
- Identify the specific feature the cited document does not disclose, with a page and line reference.
- Check whether that feature is disclosed in your specification - if not, the amendment is not available.
- Amend to the narrowest limitation that restores novelty, not to your commercial product.
- If the document does not contain everything, say so precisely rather than arguing generally.
