This may not be a public disclosure at all.
Disclosure under an obligation of confidence is not disclosure to the public. The question is evidential: who was bound, and can you show it.
- Collect the signed agreements and match them against everyone who was actually present.
- Check whether anything was forwarded onwards - decks travel.
- File promptly anyway. A confidentiality position is a defence, not a strategy.
